Complete a normal Mexico run first
Practice Kansas, Oklahoma, Texas, and the border with a known vehicle. Identify fuel and learn checkpoint braking. If the ordinary route is not consistent, police level 5 adds too many variables to diagnose.
Use International Fugitive as the rehearsal. Keep the same vehicle, device, and fuel plan for the challenge so the wanted level is the main new factor.
Reach police level 5 normally
The separate FDI Most Wanted badge confirms that reaching level 5 is tracked. Build police attention through legitimate live gameplay and watch the current indicator. No official source publishes the fastest method or exact number of actions, so avoid an unsupported recipe.
Once level 5 is visible, preserve the state and move toward the proven border route. Do not spend time testing unfamiliar loot or gear. A staged vehicle and open road are more valuable than another optional stop.
Keep level 5 through the route
Read the wanted indicator after each major sight break or checkpoint. The badge wording requires level 5 at Mexico, not merely earlier in the session. If the level changes, adapt through normal gameplay and confirm the display before the border.
Community tactics favor solid line-of-sight breaks, deliberate turns, and a fueled vehicle. No fixed police cooldown or persistence formula is official. Use the live state instead of counting seconds.
Cross and verify
Approach Mexico under control, cross the intended trigger, and wait for normal completion. Verify both that the escape registered and that Hardened Criminal appears in official badge ownership. A missed toast can still accompany a successful award.
If absent, record the visible level immediately before the trigger, the completion result, and the server date. Retest once in a fresh server. Do not add a secret weapon or money requirement without evidence.
